The Obama administration has recently come out with a proposal that would put "cybercrimes" such as hacking into computers in the same boat as organized crime. Secret Service Deputy Special Agent in Charge Pablo Martinez said, "Secret Service investigations have shown that complex and sophisticated electronic crimes are rarely perpetrated by a lone individual. Online criminals organize in networks, often with defined roles for participants, in order to manage and perpetuate ongoing criminal enterprises dedicated to stealing commercial data and selling it for profit." They said that they want to build a standard of cyber security, and have incentives in the system such as liability protection for attacked firms instead of mandates. You can read more about it here.
